A committee will be constituted by using the Central Pollution Control Board under the chairpersonship of the Chairman, Central Pollution Control Board to suggest measures to the Ministry of Environment, Forest and Climate Change for effective implementation of Extended Producer Responsibility which includes amendments to Extended Producer Responsibility recommendations. The committee shall monitor the implementations of Extended Producer Responsibility and also take such measures as required to eliminate difficulties. The Committee shall additionally be tasked with the guidance and supervision of the online portal together with the approval of considered necessary bureaucracy or pro forma.
4 Categories of Packaging covered under Extended Producer Responsibility
The following plastic packaging categories are covered under Extended Producer Responsibility:
(i)Category I - Rigid plastic packaging;
(ii)Category II - Flexible plastic packaging of a single layer or multilayer (more than one layer with different types of plastic), plastic sheets or like and covers made of plastic sheet, carry bags, plastic sachets or pouches;
(iii)Category III - Multilayered plastic packaging (at least one layer of plastic and at least one layer of material other than plastic);
(iv)Category IV - Plastic sheet or like used for packaging as well as carry bags made of compostable plastics.
What targets are set for the companies to collect the plastics?
Ministry of Environment, Forest and Climate Change has notified the Guidelines on Extended Producers Responsibility on plastic packaging under Plastic Waste Management Rules, 2016. The guidelines on extended producer responsibility coupled with the prohibition of identified single-use plastic items, which have low utility and high littering potential, with effect from 1st July 2022, are important steps for reducing pollution caused due to littered plastic waste in the country.
